Rwanda seeks investor for Musanze logistics hub

Kigali, Rwanda: The Rwandan Government is looking for a private investor to develop and operate a customs bonded warehouse at Musanze Industrial Park as part of efforts to improve logistics and make it easier for manufacturers to access raw materials.

The Ministry of Trade and Industry, MINICOM, said the planned facility will serve industries based within Musanze Industrial Park. It will provide storage, customs clearance and warehousing services for businesses operating in the park.

According to a tender notice seen by IGIHE, the government is offering a 12,635.96 square metre plot within the industrial park to a qualified private investor.

The successful bidder will be responsible for financing, designing, constructing, operating and maintaining the warehouse. The investor will also be required to submit plans showing how the facility could be expanded as demand from industries increases.

MINICOM said companies operating at Musanze Industrial Park imported about 6,680 tonnes of raw materials between January and June 2026.

“The volume of imported raw materials demonstrates the need for a Customs Bonded Warehouse to facilitate efficient storage, customs clearance, and warehousing within the Industrial Park supply chain management system,” the ministry said.

A customs bonded warehouse allows imported goods to remain in storage under customs control before applicable duties and taxes are paid, subject to the relevant regulations.

The proposed facility is expected to give manufacturers more efficient access to imported materials while improving the movement and management of goods through their supply chains.

MINICOM said the investor will be selected through a competitive bidding process conducted in accordance with Rwandan law and international best practices.

Applicants will need to demonstrate that they have the technical and financial capacity to develop and manage the facility. Bidders must also provide proposals showing how they intend to expand the warehouse and related infrastructure in response to future demand.

A compulsory site visit for interested investors has been scheduled for September 25, 2026, at 11am. Participants will depart from the Musanze District One Stop Centre.

The deadline for submission of bids is October 28, 2026, at 5pm local time.

MINICOM said tender documents and Terms of Reference will be available through its website, while potential bidders can direct questions to the ministry.
