MASERU – The Government of Lesotho has entered into a strategic partnership with the International Civil Aviation Organization (ICAO) to revitalise the country’s aviation sector and align it with international safety and operational standards.
The agreement was reached during the 42nd ICAO Assembly held in Montreal, Canada, from 23 September to 3 October 2025. The discussions focused on modernising Lesotho’s aviation infrastructure, strengthening regulatory frameworks, and building professional capacity within the sector.
A Management Services Agreement was officially signed on 2 October 2025 by the Principal Secretary in the Ministry of Public Works and Transport, Mrs. Ts’epang Koele, and ICAO Secretary General Juan Carlos Salazar. The deal is expected to support Lesotho’s preparations for the upcoming ICAO Safety Audit and improve compliance with global aviation standards.
The Lesotho delegation was led by the Minister of Public Works and Transport, Hon. Matjato Moteane, accompanied by High Commissioner to Canada Dr. Malehlanye Ralejoe, Ms. ‘Nopi Linkonyane, and Captain Donald Moloi.
