ATAF pushes gender balance in tax

PRETORIA, South Africa – The African Tax Administration Forum (ATAF) says it is strengthening efforts to build fairer tax systems across Africa through its Women in Tax Network, after taking part in the 11th International Conference on Taxpayer Rights, Social Justice and Political Will in Developing Countries at the University of Pretoria.

Speaking on July 29, 2026 during Panel 3 on gendered fiscal systems, Dr Nthabiseng Debeila shared views on advancing equitable tax policy and administration across the continent.

ATAF said the panel examined direct and indirect discrimination in tax and public spending, with a focus on how fiscal systems can affect women and men differently.

Through the ATAF Women in Tax Network, the organisation says it continues to support women’s leadership, strengthen research on gender and taxation, and create spaces for collaboration aimed at making tax systems more inclusive and effective.

“If the tax administration doesn’t seek strategies that enable an environment of gender balance, they aren’t ensuring gender mainstreaming.” Dr Debeila also said AWITN is working on gender disaggregated data in five African countries, where it is guiding governments on which areas need to be collected.
