ABU DHABI, United Arab Emirates – Russia, the United States and Ukraine are expected to hold another round of trilateral negotiations in Abu Dhabi on November 10 and 11, 2026, as diplomatic efforts to address the ongoing war continue amid disagreements over military operations and attacks on critical infrastructure.
The announcement was made by Kremlin spokesperson Dmitry Peskov, who confirmed that Russian presidential aide Vladimir Medinsky would continue leading Moscow’s negotiating delegation.
The planned meeting comes as the three countries seek to maintain diplomatic engagement despite persistent tensions over the conflict, including military operations, energy infrastructure and the situation on the battlefield.
Speaking on other developments surrounding the war, Peskov addressed allegations concerning the discovery of an alleged torture facility near Kyiv, claiming that the issue had attracted international attention.
He accused European institutions of attempting to protect Ukraine from scandals, including those surrounding the alleged facility. However, these claims were not independently substantiated in the statements provided.
Peskov also spoke about Ukraine’s military personnel shortages, arguing that the difficulties facing Kyiv in recruiting people to sustain its military operations were becoming increasingly apparent to international observers.
He claimed that Ukraine’s manpower challenges would become more severe as the government struggled to find sufficient numbers of people willing to fight.
The Kremlin spokesperson further stated that Ukrainians unwilling to fight for the Kyiv government could surrender to Russian forces.
Russia raises concerns over energy attacks
Peskov also addressed continuing attacks on Russian energy infrastructure, accusing Ukraine of maintaining attempts to strike facilities that form part of Russia’s energy network.
He said Moscow was implementing measures to limit the damage caused by Ukrainian attacks and had strengthened security around its energy installations.
However, he acknowledged that preventing every potential strike remained impossible, despite the additional protective measures introduced by Russian authorities.
According to Peskov, Russia’s ongoing military campaign was intended, among other objectives, to reduce Kyiv’s capacity to launch attacks against Russian energy infrastructure.
His comments reflect the continued importance of energy facilities in the conflict, with both sides facing risks to critical infrastructure and the wider economic consequences of military operations.
Moscow seeks Putin, Xi and Trump meeting
Beyond the Ukraine conflict, Peskov disclosed that Russia, China and the United States were working towards arranging a meeting between their respective leaders on the sidelines of the upcoming Asia-Pacific Economic Cooperation (APEC) summit.
The proposed engagement would bring together Russian President Vladimir Putin, Chinese President Xi Jinping and US President Donald Trump.
Peskov said Moscow hoped preparations for the meeting would be completed soon, although he did not provide further details about the proposed agenda or confirm whether the three leaders had formally agreed to participate.
