MOSCOW, Russia, October 14, 2026: Libya will participate in the third Russia Africa Summit scheduled to take place in Moscow on October 28 and 29, although the North African country has yet to announce the level of its representation.
Libya’s Ambassador to Iran, Ali Juma Hassan Fadil, confirmed the country’s participation in an interview with Russia’s state news agency TASS, saying the decision on who will attend rests with the relevant Libyan authorities.
“The level of Libya’s representation and the specific choice of participant fall exclusively within the sovereign competence of authorized Libyan authorities. Therefore, it would be wrong to preempt an official announcement or name a specific individual before a respective decision is made,” he said.
“The substance of Libya’s participation is more important than the name of the representative,” the ambassador added.
Fadil said relations between Libya and Russia encompass political, economic, educational and historical ties, creating opportunities for expanded cooperation between the two countries.
He noted that there was “significant potential for their development based on mutual interests and respect for Libya’s sovereignty and unity.”
The ambassador said Libya’s engagement at the summit should prioritise areas where discussions could lead to practical agreements and long term cooperation programmes.
These include reconstruction and infrastructure development, energy, oil and gas, food security and grain supplies. Education, vocational training, university programmes, transport and logistics were also identified as potential areas for collaboration.
Fadil further pointed to opportunities to strengthen economic links between Russia and North Africa, a region where Libya occupies a strategic position connecting African, Mediterranean and Middle Eastern markets.
“Libya’s relations with Russia should develop within the framework of a balanced foreign policy open to cooperation with all partners,” he concluded.
The Moscow summit, scheduled for October 28 and 29, will be the third high level Russia Africa gathering, bringing together representatives from across the continent to discuss political relations, trade, investment and economic cooperation.
Anatoly Bashkin, director of the Russian Foreign Ministry’s Department of Sub-Saharan Africa, previously told TASS that more than 30 African countries had confirmed their participation in the event.
