“These people are very ungrateful,” Matlala tells Mogotsi

A dramatic testimony before the Madlanga Commission in South Africa has exposed allegations of bribery and political interference in a controversial R360 million contract with the South African Police Service (SAPS). Oupa Brown Mogotsi, a businessman with ties to Vusimuzi “Cat” Matlala, described the disturbing dealings involving senior police officials, including former Minister Bheki Cele and current SAPS Commissioner Fannie Masemola.

Mogotsi, who serves as an undercover operative for SAPS Crime Intelligence, detailed his role in gathering information on Matlala and his company, Medicare24 Tshwane District, which was awarded the health services contract in 2024. However, the deal was cancelled in May 2025 following the discovery of significant irregularities.

Mogotsi’s testimony revealed that Matlala had shared troubling details about bribes demanded by top police officers. “These people are very ungrateful,” Matlala reportedly told Mogotsi, expressing frustration over non-payment and the handling of the contract by the authorities. Mogotsi testified that Matlala claimed SAPS Commissioner Fannie Masemola had demanded R25 million, of which only R5 million was paid. Matlala also said Cele had requested R10 million, with only R2 million delivered.

Mogotsi further described his interactions with Matlala, including efforts to facilitate meetings with Police Minister Senzo Mchunu, which were never arranged as promised. Matlala allegedly made political contributions to the ANC’s January 8 celebrations, providing R149,000 for transportation and entertainment for party members. These payments were made to a company owned by Mogotsi’s fiancée, who then distributed the funds to service providers.
